Salam Brother,
I don't remember the name bro. I think it was in the top 10 a while ago, and it was divided into a number of chapters. It was the best and most comprehensive book on the topic, that i've seen on net. Just wanted to translate parts of it, insha Allah. Nevermind, if Allah Wills it will be done anyway!

Assalamu alaikum...
So far as the FIQH OF JIHAD is considered then we have to be very careful and can be learnt under a learned scholar who can check the authenticity of hadees and the matter requires careful handling as there are modern issues propping up which didnt exist then in the olden times like the system of warfare and the splitting up of muslims into nations & states, the present state of the Ummah.....all these have to be kept in mind and then alone can we truly benefit from applying the texts of Shareeah and reaping its maximum benefits in practical day to day life.And all this is easy for whom Allaah made it easy and let the brothers who know teach those who dont.
But as far as the NEED OF JIHAD is considered then i ve not read a more beneficial and effective article from the point of view of its presentation, the evidences it contain, the language, the flow of the book, the scholars - Ulemaul Kibar - who accepted that book, and lastly, the author himself who by his short life has shown us the example thus motivating every seeker of truth to read this book atleast once.....

I think the brother might be asking about Imam Ibn Nuhaas' book on Jihaad, the infamous Mashari Al-Ashwaq ila Masari al-Ushaaq.
It is actually included in the version of Milestones printed by Maktabah.
