I want to ask you 2 questions for my best friend.
I want to know whether a woman can ride a car according to Shariah.
My second question is that If a man who is already marrierd wishes to marry another woman, whether he should ask permission from his first wife and if he do not ask her, whether according to Sharia he had commited a crime. Also If the first wife do not grant him the permission, what should he do in this case?
Please answer me quickly.

local scholars say its okay to drive a car if within city limits, and out of a need, elsewise we would need to have male drivers and taxis and they all have automated doors and windows which frighten me to death. If your asking for a young sister who just wants to be able to go shopping on her own with her friends then I would advise against that.

As for your second question, there is no permission to be taken from one wife to marry an other , but if a man wants to have a peaceful life then he should consult her with patience, wisdom, and gentleness.
Some help from sheik salman .
If a man intends to marry a second, third or forth wife and treat them fairly then he may do so. He does not have to get permission form the first wife. If such permission were needed, then only very few marriages would be held. He is allowed to marry if he believes that he can be just to them. The first, second, and third wives’ refusal or objection to his marriage is baseless.

Your friend needs to ask a scholar in his own community, and talk it over with family elders
