I'm not sure what you mean but I double-checked with my parents as to what the above proverb alludes to.
It's literal meaning would be "It's ill work to take the trousers off a Highlander." However, Highlanders weren't known to wear trousers, or anything under their kilt for that matter, and so it refers to attempting to remove something that isn't present. So it'd be used in the context of protesting an impossible request.
For example, your landlord comes around to demand his rent and you're totally out of money and so you'd say "It’s ill wark tae tak the breeks aff a Hielandman"
