Highly unlikely that a US President, even someone like him would even consider dreaming talking to the terrorists. Its not vaguely realistic in my opinion.

"Resume" diplomatic relations? Were there even any such "diplomatic relations" between Usamah ibn Ladin and the American government in the first place?
Please, don't blow things out of proportion. Usamah ibn Ladin and Ayman adh-Dhawahiri have been active in fighting against the Americans and their allies in Afghanistan, that is well-known, but to speak in the way you have spoken above kind of indicates that you think that they are some political world leaders in charge of a state, which they are not, and never were, nor did they ever even claim to be!
And when adh-Dhawahiri and Ibn Ladin are constantly in hiding, appearing only in the odd audio or (rarely) video recording, and it is not known where they are, in short almost nothing at all is known about them - even by the vast majority of Muslims! - then in all honesty, and regardless of one's views on them, it is quite ridiculous to suggest that they are in a position to expect that any American (or any other countries') leader should "accept a truce, negotiate terms and resume diplomatic relations" with them.

one need not be a politician or a world leader to offer a truce or accept one, do you at least accept that?
the fact is, when washington says that they do not negotiate with terrorists means there was some sort of deliberation between them and their foes. as for 'diplomatic' relations then what i clearly meant by it was civil discourse ie negotiating or as bin laden suggested the 'exit strategy'
and what i meant by 'resumption' was referring to the time in which washington maintained some sort of dialogue with bin ladens host, the taliban.
