But it does not state directly whether or not the Hadith is authentic ? It implies that it is not authentic. Would this be a correct assumption?

this is what I found in majma' az zawa'id by al haythami
it is not exactly the same wording of hadith you mentioned, it is longer but it has this part in it (you are with me and your shi'ah are in Paradise) similar to hadith above.
al haythami says after the narration: "narrated by at Tabarani in al Awsat and it contains (the chain of narration) Salma bin Uqbah and I didn't know him (meaning he is majhul to him) and the rest of its men are trustworthy."
I also found the hadith in "al Mawdu'at" by Ibn al Jawzi , the hadith says (you and your shia are in Paradise)
Ibn al Jawzi rahimahu Allah said after the narration:
"This hadith is not authentic and siwar (a narrator in the chain) is not trustworthy.
Ibn Naumayr said: Jami' (a narrator in the chain) is a liar.
and Ibn Hibban said: he (Jami') used to fabricate hadith. "
at Tabarani, in al Awsat, has 2 narrations with "and your shi'ah are in Jannah" one of them is same as in majma' az zawa'id, but the interesting thing is that the 2nd one in which the exact wording mentioned above (Glad tiding O Ali! Verily you and your companions and your Shî`ah will be in Paradise) is not complete, the interesting part of it is what is not mentioned which includes the mentioning of people who will claim to love him and they are called "rafidah" and that if he meets them to fight them because they are mushrikeen, then he was asked what is their sign, in which he replied that they do not attend Jum'ah or pray in jama'h, and they attack the first salaf" (hadith #6793)
note that I don't know the authenticity of this specific hadith, but I just mentioned it to show how they choose to mention a hadith that actually attacks them, just because it mentions about "shia of ali" in it, and they cut only that part to deceive ahl assunnah.
that is how wicked and corrupt they are.
the other narration I mentioned at the begining is a different one, which is all praise, but it was declared fabricated by Ibn al Jawzi, and al Haythami said that one narrator is not known to him.
If I find anything else regarding it I will post it insha Allah

Imam al-Suyuti declared the Hadith a forgery in La'ali (1/379).
