Are you trying to compare Allah's attributes to that of the creation?

الْمَالُ وَالْبَنُونَ زِينَةُ الْحَيَاةِ الدُّنْيَا وَالْبَاقِيَاتُ الصَّالِحَاتُ خَيْرٌ عِندَ رَبِّكَ ثَوَاباً وَخَيْرٌ أَمَلاً

Jazakallah for the reminder, I wasn't sure where you're coming from that's why I asked. Please state your question clearly, I don't think anyone understand what you're trying to find out. I don't see any relationship between Allah being on the Throne and His attribute of speaking.
Please don't take my response as an accusation, the verse I mention above explains clearly about Allah's attributes. Allah have stated it in the Quran that He is not similar to the creation, and yet at the same time using the same words (which can be applied to creation) to describe Himself in the manner that befits His Magesty. We accept what Allah has said about Himself and not try to explain it using our limited mind.
