There are a number of jurists of this century, such as Sheikh Muhammad 'Abduh, Rashid Rida, Maulana Mawdudi, Amin Ahsan Islahi, Yusuf Al-Qaradawi and some Fatwa organizations in Kuwait and Egypt, they are of the opinion that the phrase 'in the cause of Allah' covers a broad category. It is a general term and it should be applied in all those situations where there is a need to serve Islam and Muslims.
Those scholars consider it permissible to use the Zakah money to finance the Da'wah and public welfare programs. They say that the expression 'for the poor and needy' can also mean 'for the benefit of the poor and needy'.
The modern jurists also argue that in the past Muslim governments used to build Mosques, schools and used to finance public welfare projects. Now many governments are negligent in this matter. Many Muslims are living in areas where there are no Muslim governments.
Furthermore the financial needs of the people have become so enormous and diverse that earlier rules and restrictions cannot be fully applied and may not be very useful in every place.
In his famous book Fiqh Az-Zakah, Sheikh Yusuf Al-Qaradawi, has thoroughly discussed this subject. His Fatwa is that in non-Muslim countries it is permissible to use Zakah funds to build the Masajid, Schools and hospitals.
فتوى جواز إنفاق أموال الزكاة على انشاءالمشروعات الخيرية الإسلامية
فتوى للشيخ جاد الحق على جاد الحق شيخ الأزهر السابق – رحمه الله -
بسم الله والصلاة والسلام على رسول الله وبعد :
مصارف الزكاة محددة بنص القرآن الكريم ، قال تعالى (إِنَّمَا الصَّدَقَاتُ لِلْفُقَرَاءِ وَالْمَسَاكِينِ وَالْعَامِلِينَ عَلَيْهَا وَالْمُؤَلَّفَةِ قُلُوبُهُمْ وَفِي الرِّقَابِ وَالْغَارِمِينَ وَفِي سَبِيلِ اللَّهِ وَاِبْنِ السَّبِيلِ فَرِيضَةً مِنَ اللَّهِ وَاللَّهُ عَلِيمٌ حَكِيمٌ (٦٠) التوبة
هذه هي جملة أوجه المستحقين للزكاة والصدقات ، وكان من بينها بل السابع في تعدادهاالإنفاق في سبيل الله وقد خصه بعض الفقهاء بأنه الإنفاق فيما يعين المجاهدين في سبيل الله وتوسع فيه آخرون، ومنهم العز بن عبد السلام بأنه الإنفاق الذي يكون من شأنه تعزيز شأن المسلمين وتقويتهم سلما أو حربا .
وهذا الرأي الأخير رأي له وجاهته اليوم ويحتمله النص القرآني ، ويمكن العمل به ،وبخاصة بالنسبة للمسلمين إذا كانوا أقلية في بلد من البلاد ، وكانوا في حاجة إلى منشآت صحية أو تعليمية يتعلمون فيها شئون دينهم ولغتهم لغة القرآن الكريم محافظة على أبنائهم .
وعلى هذا يجوز الإنفاق من أموال الزكاة على إنشاء المشروعات الخيرية الإسلامية كبناء المعاهد الدينية والمدارس والمستشفيات وتمويلها ، ودفع مرتبات الذين يعملون فيها ، وتجهيزها بما يلزم من أدوات ، مع إعطاء الأولوية في إنفاق جزء من الزكاة على الفقراء والمساكين من المسلمين والله أعلم .

On the authority of Abu Hurairah the Prophet (upon him be peace) said:
"Do good to your parents and your offspring shall do good to you."
Al-Haakim has narrated it and said: "Its chain is Sahih", ["Ghada'a Al-Albaab", 2/439]
