CAIRO, Egypt — Osama bin Laden will release a new message soon declaring war on Pakistani President Gen. Pervez Musharraf, al-Qaida announced Thursday.
The announcement of the upcoming message came as al-Qaida released a new video in which bin Laden's deputy boasted that the United States was being defeated in Afghanistan, Iraq and other fronts.
Speakers in the video promised more fighting in Afghanistan, North Africa and Sudan's Darfur region.
The messages are part of a stepped-up propaganda campaign by al-Qaida around the anniversary of the Sept. 11, 2001 attacks against the World Trade Center and the Pentagon.
Earlier this month, bin Laden released two messages — including his first new appearance in a video in nearly three years.
A banner posted on an Islamic militant Web site Thursday advertised that another message would be released, though it did not say whether bin Laden would appear in video or speak in an audiotape.
"Soon, God willing: 'Come to Jihad (holy war)', from sheik Osama bin Laden, God protect him" the banner read.
"Urgent, al-Qaida declares war on the tyrant Pervez Musharraf and his apostate army, in the words of Osama bin Laden," it read.
Such advertisements usually precede the release of the video by one to three days, according to IntelCenter, a U.S. counterterrorism group that monitors militant videos.

Judging by the chaos in Pakistan since the Lal Masjid massacre i don't think they (Pakistani people) need any encouragement. The Pak Army has been humiliated once again.
Although obviously it's useful to blame Usama if the results are not instant or if we have the odd loose cannon... One would think all they they do is bomb grocery markets by the rationale of some media outlets!
Militants abduct Pakistan troops
This is the fourth major incident of kidnapping of army troops by the militants. In August, 18 soldiers, an officer and a civilian were taken hostage. One of the soldiers was later decapitated on video. The others were later released after the intervention of local tribal elders. A few days after their release, more than 200 soldiers were taken hostage without a fight in South Waziristan.
Another group of 10 soldiers was also taken hostage in the Mohmand tribal area, but soon released. The 200-plus soldiers are still being held and the militants say they will be killed unless the army discontinues its operations and leaves the region. An interior ministry spokesman told reporters in Islamabad on Wednesday that the government was doing its best to resolve the matter peacefully. But he added all options were open if negotiations failed.
Analysts say the kidnappings, as well as several recent attacks on army personnel, have seen morale plummet. Tuesday's kidnapping follows the cold-blooded killing of 18 army troops in Razmak in South Waziristan on the same day. But the most significant attack was on 13 September when a suicide bomber blew himself up inside a heavily-guarded special forces base, killing 20 personnel. This is all you have to say to someone who is genuinely worried about Muslim blood and honour, that what happened in Egypt, Syria and Algeria might happen in Pak too.
