In Islam we do not have an institutionalized system of counterbalance. We believe that proper Islamic education according to Sunnah of the leadership (modesty, reluctance to accept leadership positions, personal sacrifice, military ascetic upbringing even in most prominent families, etc.) will bring up the leaders that won't abuse their position.
Significant number of Khilafah in the past were quite good leaders.
The current leaders of Mujahedeen in Somali, Afghanistan and Pakistan seem not to abuse their powers for personal material gain (as one of the major abuses of power)
