It will take an incredibly Intelligent and Mature group to do it. ...but we'll make it some day. I think the way to approach it is to divide up into smaller and smaller countries so that executive power is in the hands of more and more people.

To all of these things the answer is no, because the United States isn't a real person and therefor it can't have interests. If America can't have interests then whose interests are they? What their interest are might not be and most of the time aren't the same interests as every single person who calls them self an American.
