    MOGADISHU (Reuters) - The U.N.'s World Food Program must immediately stop importing relief rations to Somalia, hard-line rebels said on Wednesday, accusing the aid agency of devastating local agriculture. Al Shabaab insurgents control most of the south of the drought-ravaged country, where fighting has worsened one of the world's most acute humanitarian crises. Washington says the group is al Qaeda's proxy in the Horn of Africa nation.
    WFP is a major player in the international response to the emergency. Experts say 3.76 million people -- or half the Somali population -- now need aid, and that three-quarters of those are concentrated in central and southern regions.
    But in a statement, al Shabaab's Office for the Supervision of the Affairs of Foreign Agencies said imports by the U.N. organization had become a barrier to Somalia's self-sufficiency.
    "It has been decided that WFP must immediately refrain from bringing food rations from outside Somalia and rather purchase food from Somali farmers and then that food will be distributed to the needy," the statement said.
    "The bringing of immense quantities of free food rations, specifically during the harvest season, has been devastating to the agriculture industry in Somalia and has greatly discouraged the Somali people from the agricultural trade."
    The rebels said all local businesspeople contracted by WFP must terminate those contracts before January 1, 2010, and that WFP must empty its warehouses and food stocks by the same date.
    A WFP spokesman in neighboring Kenya had no immediate comment. Experts say al Shabaab leaders have made tough statements before, then subsequently softened their stance.
    Somalia has lacked an effective central government for 18 years. The Western-backed administration of President Sheikh Sharif Ahmed is battling al Shabaab and other rebel groups, and controls little more than a few part of the capital Mogadishu.
    Rival rebels also routinely fight for territory.
    Residents said gunmen from another guerrilla group, Hizbul Islam, attacked al Shabaab forces near the southern port of Kismayu late on Tuesday and clashes were nearing its airport.
    The two groups had run Kismayu in an uneasy alliance until the end of September, when al Shabaab drove Hizbul out of town. The insurgent groups still launch joint attacks, however, on government troops and African Union peacekeepers in Mogadishu.
    Also on Tuesday, al Shabaab seized the village of Qoqani, near the Kenyan border, after Hizbul gunmen left it without firing a shot. Witnesses said the Hizbul Islam fighters regrouped at another village about 30 km (19 miles) from Qoqani.
    I don't know if Al Shabab has realized that Somalia has been suffering from drought for a long time, it's an arid country you know, and that it isn't exactly the bread basket of Africa you know.... Also most of the farming in Somalia is subsidence farming....and won't be able to feed half the country any time soon.

    This issue about hunger has been a sham from the beginning. You can read U.S. military literature for yourself and you'll find them complaining that all of this food aid was good directly into the hands of the warlords since the fall of the government. The "aid" was only aiding the continuance of the tribal wars.

    Things have not changed much since then, except that the violence involved in the sham has decreased. Even today you can find people making deals with their tribe members in the NGOs to get exclusive rights over the "aid" in order to sell it to others had a higher price (i.e. higher than the price of paying off the NGO official because the "aid" is supposed to be free)

    Its worse than that.

    The grain storages are always full year round in Bu'aale and Jamaame and what have you. But why is it that the grain is only passed out in huge quantities at the time of the annual harvest??

    This tactic is an obvious attempt to keep the Somali economy from growing. The Kuffaar are directly supporting the continuation of backwardness (via the warlord run "blackmarket" system/ survival of the vilest).

    The Kuffaar themselves realized that they had gotten themselves into a mess and they had contributed to the rise of the Islaamic threat in the horn of Africa. The place they had intended to craft into a Crusader base looking out towards the Middle East and Asia became in actuality a base for the Mujaahidiin.

    Therefore, they came to the conclusion that they can only allow for 2 possibilities: 1) the establishment of a puppet government or 2) the continuance of the chaos (with no government/ especially not an Islaamic one)

    Both of these missions eventually failed, and they were forced to choose a hybrid of the two. They now have a pseudo-Islaamic puppet government that swims in an ocean of chaos next to a more powerful and growing true-Islaamic government.

    Now I think the use of the WFP tactics is to try to gain support for anything that has a blue UN flag on it (to destroy the basis of al-walaa' and al-baraa' and to hide the fact that they are the true enemy) and to harm any support for the Shabaab who are controlling most of southern Somalia.

    This is a very evil and conniving form of psychological warfare that most Kuffaar feel is necessary to win the hearts and minds of the Muslims. The Kuffaar have admitted that one of the lessons learned in Somalia is that they can not control it without first controlling the minds of the Somali people.

    As for the drought and the hunger:

    Just go get a map and look at some pictures of the Jubba Valley and the Shabelle River. Take a look at Afgoye, Jowhar, Jilib, Kamsuma, Jamaame, Janaale, Qoriyoole, Sablaale, and so forth. Your joke about being the bread basket shows that you are either an ignoramus of great proportions or that you have become an agent for the Kuffaar who try to spread this mentality.

    The Muslims are completely capable of being self-sufficient if the Kuffaar would keep their grimy najis hands out of our affairs.

    Its true that this food aid doesnt reach the people its supposed to. And besides, how can truth4 say that half the country eats WFP food! You guy whats wrong with you? Not even 10% according to WFP themselves. Stop lying to us straight at our faces.

    I said half the country is starving and is in need of aid. It's easy for you to undermine the Somali people because firstly you're not Somali nor do you live in Somalia.

Look we are not besha calamka ( international KOMMMUNITY--- this is how he pronounces it LOL). Even if you say 95% is starving you wont get a dime from us.     The main point of the demand of ash-Shabaab is that the WFP undermines the local economy by importing food and dumping it on the markets.

    There are laws against doing so in every developed country.

    Somali farmers have no where to sell their harvest if every season at harvest time big sacks of WFP rice, sugar, flour and other foodstuffs is simply trucked in and sold just under the cost of production for local farmers.

    Whether or not it's the WFP or the local warlords who benefit from this system, there is no doubt that the Somali economy does not, and I for one am very impressed that ash-Shabaab has gained enough control and has the maturity and understanding to realize this weakness promoted by the UN and the puppet regime.

    Just like in 'Iraaq, Cuba, 'Afghanistan and other places- the world's governments like to impose poverty on nations in order to coerce them...

    What about the poor and zakat eligible?

    why not allow the WFP to send aid but then control it and give it to those who truly need it?

    Its important to establish a righteous example that others will want to emulate. Hopefully if they can do this then the populations of the rest of somalia will start to support the shabaab and demand that they too come under the shade of sharia-based government.

    Abu Jihad-

    Its easy to tell the Somali people to stop accepting food aid when youre sitting at your computer with a FULL stomach. I can say with 100% honesty that my life, the lives of millions of my countrymen were saved by the direct intervention of the U.N and the United States. It's biggest donor. The U.S may have a lot of flaws, but it has shown more humanity and compassion than any other superpower in the history of the world.

    Thats true, truth4. But nothing is for free. You get food aid, they get something else. Or are you that naive to think otherwise?
