I know! Pay someone who works in customer services for a utility company £20 or threaten to break their arm and you can usually find people ( MODS: Just presenting a hypothetical scenario ). You can do similar in other countries too where you would not always think there are electronic electoral rolls. Anyway, far be it for me to condone such activities.

BTW, when I say electoral roll I mean the electronic searchable one. Go look on torrent sites if you are so inclined.
