The second quote appears to only be referenced in Siyar A'lam an-Nubalaa mostly.

In terms of the first quote, then al-Khatib al-Baghdadi transmits that quote of al-Awza'i in his Iqtidhaa' ul-Ilm il-Amal. Ath-Thahabi also transmits it in his Siyar A'lam an-Nubalaa.

قال الأوزاعي: "إن المؤمن يقول قليلاً ويعمل كثيراً، وإن المنافق يتكلم كثيراً ويعمل قليلاً"

Wa iyyak akhi. Yes, as far as I'm aware, it's mudhaf ilayhi (i.e. 'scholars of evil' - there's attribution/connection between the two). Makes sense also because أحبار is usually a noble term, so you'd have to attach سوء to it, to give the intended meaning.

Yep, looks better alhamdulillah, only I would say remove the 'are' at the end since سوء is the mudhaf ilayhi of أحبار and not really a khabar in the sentence. So maybe something like this would translate better: 'And how else does the Deen get corrupted except by its kings and evil scholars and monks.'
